[BUG] Prompt manager on mobile issue #2239

Describe the problem
Can't scroll up in the Prompt Manager because of the draggable elements. I can still get out by swiping the small area on the side. But there's another problem where if you accidentally drag one of the elements, the UI moves to the side and becomes inaccessible. (see vid)
My suggestion is to make the draggables the same as the regex scripts.
