Right now, we often need to add a stub file in docs/api_static when adding a new module. This is easy to forget, and I don't think we get an error when it is missing. I'm wondering if there is a way that we could auto-generate these stub files, or otherwise remove the need for them.

Otherwise, it would be helpful for there to be a check that will fail when a needed api_static page is missing.
