This adds the browser compatibility data for the priority hints spec (fetchpriority HTML attribute and priority property for fetch).

Fixes #6213, Fixes #4461

@Malvoz yes, it does. importance was renamed to fetchpriority as part of the standards process. Sorry I missed the earlier issue.

should be somehow integrated IMO.
