Graphite is a smart font technology, an alternative to OpenType. It is supported in Firefox, and in software like Libreoffice. It is not supported in Chrome.
Some font files only ship with Graphite support, and so only display correctly in the Firefox browser.
Note that font files in the WOFF or TTF file formats can use Graphite. Graphite is not a file format.
Chromium bug lists this as WontFix because "With Universal Shaping Engine, the need for Graphite is much smaller. USE is shipping in Chrome, Firefox, Edge, and Safari, so that's a much better solution"
