The Contact Picker API is a draft spec introduced by Google last year, shipped (behind a flag) in Chrome 77 and was launched fully in Chrome 80 this week, currently only on Android.
caniuse currently doesn't have any information for this API.

For reference: Available in iOS Safari 14.5 (beta), Safari TP 1161, and Safari 14.1 (beta)2—all behind a flag. Doesn't seem functional on macOS at the moment.
1 The initial implementations of Contact Picker API were added in WebKit r267988, and the changeset has been included in TP 116.
2 Tested with Safari 14.1 for macOS Catalina beta 1.
Is the Contact Picker API still behind a flag in iOS 16?
caniuse website suggests so but I can't believe this feature has not been made generally available in 1.5 years, that's why asking.
