Not sure this is suitable for caniuse. It's a DevTools-only feature and has no spec.

Note: This API is only available from within the console itself. You cannot access the Command Line API from scripts on the page.

I just confirmed that window.getEventListeners is the same in Safari as Chrome -- it works in the console, but not in a script on the page ☹️
