Open app from icon on ChromeOS

So I've tried opening the penguin icon (Penguin is the console on the linux dev env on chromeos) where bambootracker was at, and it doesn't open.
The only way to activate bambootracker is by typing BambooTracker in the console.

I bet it's time to know more about ChromeOS, or... is it?
