A description of the work

Snyk identified a need in the 18f.gsa.gov repo, also an Eleventy site, to update Eleventy from 2.0.1 to 3.0.0 to resolve a pair of security vulnerabilities.

The Guides site is most likely exposed to the same vulnerabilities, and 18F's maintenance of both sites will be easier if we keep them on the same Eleventy version.

As of this writing, there is no 2.x Eleventy release above 2.0.1 so the vulns can't be resolved with a minor update.
