A description of the work

This issue is a continuation of #400 and is related to https://github.com/18F/TLC-crew/issues/782.

The roadmapping page in the Product guide links to some internal resources, but it would be nice to also have some externally shareable resources as well.

Tasks

• Review some existing roadmapping templates and examples (see this list in Slack)
• Create new shareable template in appropriate format (static page on the guide? doc? pdf? csv? something else?)
  • Ensure the template is accessible
• Create a ticket to upload this to the Product guide (if relevant)
• Create ticket to add a shareable version to the resources section of this product guide page
