Leadership Team



As the Associate Vice Chancellor of the University’s Equal Opportunity and Compliance Office, Elizabeth Hall leads the University’s efforts to adhere to federal and state anti-discrimination laws, including but not limited to, Titles VI and VII of the Civil Rights Act of 1964, Sections 503 and 504 of the Rehabilitation Act of 1973, the Age Discrimination in Employment Act of 1973 and the Americans with Disabilities Act of 1990.As the Title IX Coordinator, Elizabeth is responsible for coordinating the University’s efforts to comply with and carry out its responsibilities under Title IX, which prohibits sex discrimination in all operations of the University, as well as retaliation. Elizabeth leads the University’s response and compliance efforts related to Title IX, coordinates resources for those affected by sexual harassment and sexual violence, organizes training and awareness efforts, and monitors the implementation of the University’s discrimination and sexual violence policy.Elizabeth previously worked in the EOC as an investigator, the Assistant Director, and the ADA Coordinator. Prior to joining the team, Elizabeth was a litigator in Raleigh, North Carolina and handled appeals in state and federal courts. Elizabeth graduated with a Bachelor of Art in Economics and Mathematics from the Indiana University of Pennsylvania and earned her Juris Doctor from the Duke University School of Law.

Tiffany Bailey serves as the University’s Director of Equal Opportunity and Americans with Disabilities Act (ADA) Coordinator in Equal Opportunity and Compliance (EOC). In this role, Tiffany is responsible for overseeing the University’s compliance efforts including policies and procedures that address the ADA and federal and state regulations for individuals with disabilities. She facilitates the ADA accommodation process for faculty and staff and coordinates ADA training. Tiffany also works with HR partners to ensure equity and equal opportunity in employment processes and fulfilling the University’s obligations related to EEO plans.Tiffany previously served as the Director and Section 504 Coordinator for Accessibility Resources and Service (ARS) at UNC for nine years. Prior to 2013, Tiffany served as the Interim Director and Assistant Director in ARS at UNC and the Interim Director and Assistant Director at UNC-Greensboro. She has been involved in accessibility, equity and inclusion efforts, including overseeing the interactive accommodation process, since 2006. Originally from Illinois, Tiffany graduated from Western Illinois University with a Bachelor of Art in Communications and received her Master of Science from the Student Affairs in Higher Education program at Colorado State University.

Rebecca Gibson (she/her) serves as the University’s Director of Report and Response in the Equal Opportunity and Compliance Office (EOC). In this role, Rebecca works with the Associate Vice Chancellor/Title IX Coordinator to oversee the University’s efforts responding to reports of workplace violence, protected status harassment and discrimination, including sexual misconduct and gender-based harassment. Rebecca supervises the Report and Response Coordinators and the day-to-day management of reports, oversees trainings across campus, collaborates with campus partners, manages Responsible Employee requirements, and supports the EOC’s Voluntary Resolution process. Rebecca previously served in the EOC as a Report and Response Coordinator for almost 6 years. Prior to 2015, Rebecca worked at Durham Crisis Response Center (DCRC) as the sexual assault services coordinator. Originally from Baltimore, Maryland, Rebecca graduated from Pennsylvania State University with a B.A. in Psychology and received a Master of Social Work degree from Tulane University with a focus on Disaster Mental Health and Trauma Studies. Rebecca completed a Master of Public Administration from NC State University in 2022.

As Senior Investigator, Jeremy leads the Investigations team as they carry out the University’s investigation process for reports of sexual assault, interpersonal violence, stalking, complicity, retaliation, and protected class discrimination and harassment. Prior to joining the University, Jeremy served as the Title IX Coordinator at the University of Denver. He also previously served as Deputy Title IX Coordinator and Investigator at the University of Kentucky and Eastern Kentucky University. Jeremy has a Bachelor of Art in History from Eastern Kentucky University and a Juris Doctor from Northern Kentucky University.

Jaclyn investigates reports of sexual assault, interpersonal violence, stalking, complicity, retaliation, and protected class discrimination and harassment. Prior to joining the University, Jaclyn served as a Judge Advocate in the United States Army at Fort Liberty, NC, working primarily in National Security Law and Criminal Prosecution. Jaclyn received her Bachelor of Arts in Writing from Loyola University Maryland and her Juris Doctor from the City University of New York School of Law.

Ellen investigates reports of sexual assault, interpersonal violence, stalking, complicity, retaliation, and protected class discrimination and harassment. Prior to joining the university, Ellen served as a mediator with the Equal Employment Opportunity Commission. Ellen received a Bachelor of Arts in English from the University of Pittsburgh, and a Juris Doctor from the University of Minnesota Law School.

Felicia serves as a Report and Response Manager for individuals reporting or responding to incidents of harassment and discrimination based on protected status, and interpersonal violence, sexual violence, and stalking. Felicia can help to explore support and resources, including interim protective measures to address safety and well-being, and can help folks with making a formal report to the University and/or local law enforcement. Prior to joining UNC, Felicia served as a campus victim advocate for several years and most recently worked at Elon University as a Title IX investigator. Felicia received a Bachelor of Arts in Philosophy from Elon University and is currently pursuing her Master of Business Administration.

Jhon serves as a Report and Response Manager for individuals reporting or responding to incidents of harassment and discrimination based on protected status, and interpersonal violence, sexual violence, and stalking. Jhon can help to explore support and resources, including interim protective measures to address safety and well-being, and can help folks with making a formal report to the University and/or local law enforcement. Prior to this role, Jhon worked at UNC Physics as a Student Services Manager, assisting the department with all academic affairs. Jhon has also worked as a Student Success Coach at High Point University, guiding first-year and transfer students through the college experience. Jhon graduated from Rutgers University with Bachelor of Arts degrees in Human Resource Management and English and received his Master of Arts degree in College Student Development from Appalachian State University.

Amy can help explore support and resources, including interim protective measures to address safety and well-being, and can help folks with making a formal report to the University and/or local law enforcement. Amy joins the EOC team after nearly six years in UNC’s Student Conduct Office, and two years with UNC’s Study Abroad Office. Amy received her Bachelor of Science in Communication and Masters of Arts in College Student Development degrees, both from Appalachian State University.

Prior to joining UNC, Candice served in student conduct positions at Texas A&M University and the University of Texas at Austin. Candice received her Bachelor of Science in Microbiology and Master of Science in College Student Personnel, both from the University of Tennessee at Knoxville.

Investigations



As Program Specialist for EOC, Bill assists investigators with interview transcription, the sharing of materials with parties and administrators, notices, and other documentation. He also assists the Hearing Officer with logistical matters related to hearings.He has a Bachelor of Arts in English from Appalachian State University and earned his paralegal certificate from UNC. Bill is also a published novelist, a former music reviewer for The Indy, and a playwright.

Meredith investigates reports of sexual assault, interpersonal violence, stalking, complicity, retaliation, and protected class discrimination and harassment. Prior to joining the University, she served as the Director of Bar Preparation at North Carolina Central University School of Law. Meredith also previously served as a Judge Advocate in the United States Army. Meredith received her Bachelor of Arts in Journalism and Mass Communication from the University of North Carolina at Chapel Hill and her Juris Doctor from North Carolina Central University School of Law.

Chris investigates reports of sexual assault, interpersonal violence, stalking, complicity, retaliation, and protected class discrimination and harassment. Prior to joining the university, Chris served as a HR Consultant for HR Compliance and Equal Opportunity at Elon University. He also previously served as the Assistant Director of Student Conduct at Elon University. Chris received a Bachelor of Arts in Political Science from Randolph-Macon College and a Master of Arts in Human Services from Liberty University.

Compliance



As Senior Compliance Manager, Kathryn oversees a number of compliance functions for EOC. These include, among others, the University’s lab school, Carolina Community Academy, EOC’s partnership with Athletics to comply with NCAA guidelines regarding sexual violence, and EOC’s partnership with Office of Sponsored Programs to comply with grant funding requirements related to discrimination, harassment and related misconduct. Additionally, Kathryn provides oversight of the University’s Responsible Employee Program and compliance with training requirements. She also manages EOC’s case management systems and structure. Previously, she served for six years as a Report and Response Manager with EOC for individuals reporting or responding to incidents of harassment, discrimination, and interpersonal violence, sexual violence and stalking. Prior to UNC, Kathryn worked at UNCW as a victim advocate, working with individuals impacted by all forms of interpersonal violence. Kathryn has also previously provided case management services for youth and their families who were considered at-risk for adjudication in the juvenile justice system. Kathryn graduated from UNCW with a Bachelor of Social Work degree and received her Master of Social Work degree from UNC.

Accommodations


As Deputy ADA & Section 504 Coordinator for EOC, Simon assists in ensuring the University’s compliance efforts and forward-facing initiatives effectively address the access needs of students with disabilities. He collaboratively facilitates the ADA accommodation process for students and actively engages with campus partners to tailor support to individual needs. With extensive experience in accessibility, inclusion, and assistive technology spanning over three decades, Simon previously served as the Director, Associate Director and Assistant Director for Accessibility Resources and Services (ARS) at UNC. Prior to 2014, he led Access SUMMIT, the Joint Universities Disability Resource Center in Manchester, England. Hailing from The Midlands in The UK, Simon holds a Bachelor of Arts in Psychology, a Post Graduate Diploma in Language and Communication Impairments in Children from The University of Sheffield, and earned his Master of Adult Education and Diploma in Student Affairs from East Carolina University.

Serving as an Accommodation Support Coordinator, Annie assists with various aspects of effectively addressing access needs, including helping the EOC team facilitate, triage and process accommodation requests. She also manages requests for student with disabilities covered under ADA. As a North Carolina native, Annie graduated from UNC-Chapel Hill with a Bachelor of Arts in Education in Human Development and Family Science in 2023.

Serving as Accommodation Support Coordinator, Michael assists with daily inquiries from students, staff and faculty members regarding requested reasonable accommodations from the EOC Office. He helps the EOC team facilitate requests and process paperwork, helping with outreach to people and communication of policies in accordance with those laid out by Equal Opportunity and Compliance. Prior to joining the EOC Team, Michael worked as an Administrative Support Associate in the Department of Radiology at UNC-Chapel Hill. He earned a Bachelor of Fine Arts in Creative Writing from St. Andrews University.

As a Graduate Student Assistant for EOC, Vivien assists in the facilitation of the reasonable accommodation process for students with a strengths-based, solution-focused approach. She helps the EOC team process accommodation requests and meets with students to discuss their accommodation requests. Joining since Fall 2022, Vivien has experience in crisis intervention and support services. She is dedicated to fostering an inclusive and accessible environment for all members of the UNC campus community. Vivien holds a Bachelor of Science degree in Biochemistry and Neuroscience and is currently pursuing a Ph.D. in Biological Chemistry at UNC-Chapel Hill.

She manages accommodation requests for (1) students and employees with disabilities covered under ADA, (2) students experiencing pregnancy who are eligible for protection under Title IX, and (3) individuals who require accommodations for religious observances and/or practices, in accordance with Title VII. Kaitlyn has extensive experience providing crisis intervention and case management services with diverse populations. She has over a decade of experience in higher education and has served in the Dean of Students Offices at East Carolina University, UNC Charlotte and UNC-Chapel Hill. She possesses a Bachelor’s in Family and Community Services with concentrations in Family Studies and Child Development/Early Intervention from East Carolina University, and a Master’s in Counselor Education with a concentration in College Counseling and Student Development from North Carolina State University.

Megan previously served in disability and accessibility offices at UNC Greensboro, and most recently at NC State as an Assistant Director. She has been involved in accessibility and equity efforts, including overseeing the interactive accommodation process, since serving as an intern in Accessibility Resources and Services at UNC-Chapel Hill. As a North Carolina native, Megan graduated from UNC-Chapel Hill with a Bachelor of Arts in Psychology and a Master’s in Clinical Rehabilitation and Mental Health Counseling in 2021.

As the Accommodation Specialist for the EOC, Kéliy (pronounced Kay-Lee) facilitates the reasonable accommodation process for students, staff and faculty members with a strengths-based, solution-focused approach. She manages accommodation requests for (1) employees with disabilities covered under ADA, (2) students experiencing pregnancy who are eligible for protection under Title IX, and (3) individuals who require accommodations for religious observances and/or practices, in accordance with Title VII. Kéliy joins the team after years of advocacy and coalition building for and with people with disabilities, as a person with significant disabilities. She is passionate about accessibility and equity in higher education and addressing the disproportionate impact disability has on marginalized identities. She earned a Master of Social Work from the University of North Carolina at Chapel Hill with a concentration in disability justice, global social work and policy and holds a Bachelor of Arts in Religion and Culture from Meredith College.

Scarlett has been involved in accessibility and equity efforts at UNC-Chapel Hill for over 17 years, having previously served student identity populations at UNC with the New Student and Family Programs office, and most recently as the accommodated testing coordinator with EOC. She is a North Carolina native, and graduated from Western Carolina University with a Bachelor of Science in Communication. Scarlett is completing her Master of Education at UNC Greensboro.

As the Senior Accommodation Specialist for the EOC, Kate facilitates the reasonable accommodation process for students, staff, and faculty members with a strengths-based, solution-focused approach. She manages accommodation requests for (1) employees with disabilities covered under ADA, (2) students experiencing pregnancy who are eligible for protection under Title IX, and (3) individuals who require accommodations for religious observances and/or practices, in accordance with Title VII. Kate has experience providing intensive case management and crisis intervention services with diverse populations. She is a staunch advocate for social justice. She possesses a Master of Social Work with a direct practice concentration from the University of North Carolina at Chapel Hill. She holds a Bachelor of Arts in Psychology from Monmouth University.

As an EOC Testing Assistant, Chad facilitates exams that are scheduled through EOC’s testing services. Chad works compassionately with students with disabilities to ensure that they can take their exams in an accessible and welcoming environment. Prior to joining the EOC, Chad worked for eleven years in various roles at the University’s Athletics Department’s Finley Golf Course. Chad lives on a former llama farm with two German Shepards and enjoys golfing, guitaring, and gardening outside of work.

As a Graduate Student Assistant for EOC, Aubrey assists in the facilitation of the reasonable accommodation process for students with a strengths-based, solution-focused approach. She helps the EOC team process accommodation requests and meets with students to discuss their accommodation requests. She also assists the Testing Coordinator for EOC with facilitating exams that are scheduled through the EOC’s Testing Center. Alongside her position with EOC, Aubrey works part-time with The Center for Faculty Excellence with a focus on digital accessibility and is a PhD student and Graduate Teaching Fellow in French and Francophone Studies.

As the Accommodation Specialist for the EOC, Deltra facilitates the reasonable accommodation process for students, staff, and faculty members with a strengths-based, solution-focused approach. She manages accommodations requests for (1) employees with disabilities covered under ADA, (2) students experiencing pregnancy who are eligible for protection under Title IX, and (3) individuals who require accommodations for religious observances and/or practices, in accordance with Title VII. Deltra has experience working in human resources and counseling. She possesses a Master of Business Administration with a concentration in Human Resource Management from Strayer University and a Bachelor of Science Degree in Business Administration from North Carolina Wesleyan University.

As Testing Coordinator for EOC, Gunnar facilitates exams that are scheduled through the EOC’s testing services. Prior to assuming the role of Testing Coordinator, he served as Testing Assistant for Accessibility Resources and Service. Gunnar graduated from Marshall University with a degree in Secondary Education and worked as a middle school social studies teacher prior to joining the University.

Communications



As Communications Intern for the Equal Opportunity and Compliance office, Lily creates content that promotes resources available to the Carolina Community Title IX, protected status harassment and discrimination. She also serves as the student representative of the EOC, providing advising on digital and other outreach initiatives on campus and helping to organize and attend events on EOC’s behalf. Lily is a current sophomore from Dayton, Ohio, pursuing a Bachelor of Arts in Sociology and Public Policy at the University of North Carolina at Chapel Hill with intent to apply to UNC’s accelerated Master’s Program of Public Policy.
