About the SIS II SCG (9/4/2013-7/3/2023)

The Schengen Information System II Supervision Coordination Group (“SIS II SCG”) was a body set up by the SIS II Regulation and the SIS II Decision (both referred to as “the SIS II legal framework”) to ensure a coordinated supervision in the area of personal data protection of the SIS II large-scale information system. The SIS II SCG consisted of representatives of the National Supervisory Authorities of the Member States responsible for data protection and the European Data Protection Supervisor (EDPS).

The SIS II SCG replaced the supervision coordination function of the Schengen Joint Supervisory Authority (JSA) after the legal bases for the second generation SIS (the “SIS II”) entered into force on 9 April 2013 and the EDPS took over the supervision of the central components of the SIS II. On 28 November 2018, three new Regulations were adopted concerning the Schengen Information System (SIS), which entered into force on 27 December 2018. They have become fully applicable on 7 March 2023.

As a result, the coordinated supervision of the SIS II has been aligned with Article 62 of Regulation (EU) 2018/1725 (so called EU Data Protection Regulation or EUDPR), that provides for an harmonised model of  coordinated supervision, applicable where the relevant act of Union law refers to this Article. Pursuant to Article 62, the EDPS and the National Supervisory Authorities, each acting within their respective competences, must cooperate actively within the framework of their responsibilities to ensure effective supervision of large-scale IT systems and of Union bodies, offices and agencies. They must meet for these purposes within the framework of the European Data Protection Board (EDPB). The EDPB has set up a standing Committee for this purpose, the Coordinated Supervision Committee (CSC).

Your rights

The SIS II SCG informed data subjects about their rights with regard to access to personal data, correction of inaccurate data and deletion of data unlawfully stored.

As the conditions of how and where to exercise may be subject to change, we do no longer present them here.

Please note that the Coordinated Supervision Committee has taken over the task to keep the information on data subjects’ rights updated, including the regular updates to the Guide for exercising the right of access, which was once adopted by the SIS II SCG. The Schengen Information System II Supervision Coordination Group

 What the SIS II SCG has done

“Data protection supervision is vital to guarantee the rights of the individuals.”

The SIS II SCG was a platform to improve the supervision of the SIS II large scale information system.

The Group was made up of representatives of the national Supervisory Authorities of the Member States and the European Data Protection Supervisor and met at least twice a year to:

  • share its experiences,
  • discuss problems regarding the interpretation or the application of the SIS II legal framework;
  • analyse difficulties regarding the supervision or the exercise of the rights of data subject.
  • Assist each other when carrying out audits and inspections,
  • Draw up harmonised proposals for joint solutions and promotes awareness of data protection rights.

The SIS II SCG adopted a number of reports and common positions. These include among others:

- A Report on an overview of access to the SIS II,
- A Report on the exercise of the rights of data subjects
- A Common Position on the deletion of alerts on stolen cars.

Moreover, the Group closely followed all legislative proposals which directly affected the SIS II. When the SCG deemed it appropriate, it took a joint position in order to contribute with its knowledge and expertise to the development of personal data protection policy and legislation in the European Union.

After every meeting the Group published a summary of the outcomes of the meeting on this website (see Summary meetings). Moreover, the Group drawed up a biannual Activity Report.. The Activity Reports are also published on this website (see Activity Reports).
