Is there any CI reconfiguration happening in the background?
Similar to Asking for help with Windows CI resources - #19 by goncharov, it seems that since the creation of 18.x branch, the libc pre-commit CI to the main branch has been suffering from increasingly long delay. It is now about 1 hour in queue before the commit can ever get to run. libc’s CI should be quite lightweight. Therefore it seems strange to queue for an hour.
