Indonesia doesn't adopt separate provincial flags, instead only coat of arms/emblem/seal (lambang daerah ) in a solid color background. See: File:Peraturan Pemerintah Nomor 77 Tahun 2007.pdf (e.g. are all unofficial flags. Most armorial used by provinces of Indonesia are Eastern European emblem/seal/shield based, rather than Western European coats of arms.
The most featured elements used by coats of arms/emblems/seals used by provinces are Pancasila elements:
a five pointed star Or, the first principle of Pancasila (believe to Almighty God)
rice and cotton, the fifth principle of Pancasila. This is most common element used so far.
Some provinces have replaced the cotton to another kinds of garland, for example Bengkulu, replaced the cotton with coffee beans and leaves, or Bangka Belitung and Lampung with a pepper seeds. Provinces without garlands of rice and cotton at all, for example West Sumatra and Jambi.

Like provinces, arms used by regencies and cities of Indonesia are mostly Eastern European emblem-based, rather than Western European coat-of-arms based. There is no official blazoning on its legal basis (Regional Regulation), although most of arms may be notated with a blazon.
City and regencies usually doesn't use their own flags. Cities and regencies have its own standards (panji daerah ) featuring its arms/emblem/seal over a solid colour background.
The most common shape in an Indonesian regencies and cities arms/emblem/seal is pentagonal, or couche-style shield. The pentagon is a symbol of Pancasila. It is not always a pentagon that is used to represent Pancasila's principles. In general, anything five-sided could be used to represent those principles. Another most common used emblem in Indonesian heraldry is[8] :
