Public participation in board meetings

The Washoe County School District Board of Trustees maintains the following policy on public testimony during board meetings:[7]

During the Board meeting, any individual or group may address the Board of Trustees concerning any subject within the Board's jurisdiction. A completed "Citizen's Request to Speak" card must be submitted to designated District staff at the meeting.

i. During the discussion of an item on the agenda, the Board President will invite the person to come forward and speak.

ii. If an item is not on the agenda, but an interested person(s) wishes to be heard by the Board of Trustees, the Board President will invite the person to come forward and speak during specially designated "Public Comments" segments of the meeting. The Board cannot take action on an item not specifically noted on the agenda.

iii. Any comment by an individual will be limited to three (3) minutes per agenda item and/or "Public Comment" segment. The time limit may be altered at the discretion of the President of the Board.

iv. Questions from individuals or groups are to be asked of the Board of Trustees as a whole and may not be asked of any individual member of the Board or administrative staff. Members of the Board may ask a speaker questions at any time to clarify the discussion.

v. Individuals or groups making comment to the Board of Trustees shall be courteous and maintain appropriate public behavior. Boisterous conduct and remarks which are discourteous, abusive, profane, slanderous, or obscene will not be tolerated. The President of the Board may terminate the right of any speaker to continue if this policy is violated.[8]

Academic performance

Each year, state and local education agencies use tests and other standards to assess student proficiency. Although the data below was published by the U.S. Department of Education, proficiency measurements are established by the states. As a result, proficiency levels are not comparable between different states and year-over-year proficiency levels within a district may not be comparable because states may change their proficiency measurements.[12]

2022: Recall petition filed against Angie Taylor

See also: Angie Taylor recall, Washoe County School District, Nevada (2022)

An effort to recall Angie Taylor, a member of the Washoe County School District Board of Trustees in Nevada, began in February 2022. A recall petition was filed with Washoe County on February 10, 2022, by Reno resident Robert Beadles and was received by the county on February 11, 2022.[13][14] Recall supporters did not collect the requisite number of signatures to get the recall on the ballot by the deadline.[15]

Some of the stated grounds for recall in the petition include the use of critical race theory in the school district, the board's response to the COVID-19 pandemic, and the removal of the first public comment period during board meetings. Click here to read the full list of grounds.[14]

Taylor responded to the recall effort by saying that critical race theory does not exist in K-12 education. She also said that the board voted to adhere to the COVID-19 directives set by Nevada Gov. Steve Sisolak (D) and that the board was in complete compliance with Nevada Open Meeting Law. Click here to read her full response to the recall effort.[16]

2013: Graduation rate data calculation changes

Since 2011, the U.S. Department of Education required all school districts in the country to calculate graduation rates by tracking each freshman class through a four-year period to their senior year. The Nevada Department of Education allowed state school districts to exclude students who went on to adult education programs. The U.S. Department of Education clarified its mandate and asked school districts to track students who transferred to adult school and if they graduated. In the Washoe County School District, the high school graduation rates appeared to decrease from 2013 to 2014 following the implementation of this calculation method change.[17]
