In Virginia, there is one primary agency involved in campaign finance regulation: the Virginia State Board of Elections.
Authority
Candidates for statewide office and PACs are required to file campaign finance reports with the Virginia Board of Elections. The board is authorized to create the forms used for filing and to retain filed reports for public inspection. The board may report violations either to the "attorney for the Commonwealth of the City of Richmond" (in the case of statewide candidates or committees) or the attorney for the relevant city (in the case of state legislative candidates or committees whose members all reside in one city). The board may assess and collect civil penalties.[1][2][3][4][5]
Organization
The Virginia Board of Elections comprises three board members who set electoral regulations, which are implemented by the Virginia Department of Elections.
