Campaign themes
2012
Andes' website highlighted the following campaign themes:
Economic Growth
- Excerpt: "Every dollar that small businesses pay in West Virginia taxes is a dollar that isn’t used for job creation. We must quickly move to adopt a tax structure that is competitive with surrounding states. With some of the highest business taxes in the nation, immediate comprehensive tax reform is the only solution. At a minimum, we must eliminate the bizarre Business Franchise Tax, which as described by West Virginia’s state tax department, is “a tax on the privilege of doing business in this State."
Education
- Excerpt: "We must begin to hold teachers accountable for their performance in the classroom as well. Unfortunately, under West Virginia law, fantastic teachers who improve test scores and motivate students share a pay scale with poor teachers who are essentially taxpayer-funded babysitters. We must reward excellent teachers with merit pay. Those teachers who improve test scores and inspire students should be rewarded while teachers who consistently rank at the bottom of the profession must be removed from the classroom."
Energy
- Excerpt: "Here at home, I’ve been a vocal opponent of any cap and trade plan advanced by out-of-touch liberals in Congress. And in the House of Delegates, I voted against West Virginia’s radical cap and trade bill that drastically cuts the amount of coal that can be used to supply electricity to West Virginia homes and businesses. When we start limiting the amount of coal that can be used in West Virginia, we start limiting the number of jobs in West Virginia."
Family Values
- Excerpt: "With a 100 percent pro-life voting record, I’m proud to have received the endorsement of West Virginians for Life in each of my elections. Now, following the birth of my second child I am reinvigorated to continue fighting for the rights of unborn children"

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
