Troy Andes (b. April 16, 1981) is a former Republican member of the West Virginia House of Delegates, representing District 15 from 2006 to 2014.

Andes has represented District 15 since 2012 and represented District 14 from 2006 to 2012. Andes served as an Assistant Minority Whip.

Biography

Andes earned his B.S. from Virginia Polytechnic Institute and State University and his MBA from Marshall University. In 2008, he was a member of the Program for Emerging Political Leaders at the West Virginia State Legislative Leader's Foundation.

Andes works in Public/Community Relations for Massey Coal Services.[1]

Economic Growth

  • Excerpt: "Every dollar that small businesses pay in West Virginia taxes is a dollar that isn’t used for job creation. We must quickly move to adopt a tax structure that is competitive with surrounding states. With some of the highest business taxes in the nation, immediate comprehensive tax reform is the only solution. At a minimum, we must eliminate the bizarre Business Franchise Tax, which as described by West Virginia’s state tax department, is “a tax on the privilege of doing business in this State."

  • Excerpt: "We must begin to hold teachers accountable for their performance in the classroom as well. Unfortunately, under West Virginia law, fantastic teachers who improve test scores and motivate students share a pay scale with poor teachers who are essentially taxpayer-funded babysitters. We must reward excellent teachers with merit pay. Those teachers who improve test scores and inspire students should be rewarded while teachers who consistently rank at the bottom of the profession must be removed from the classroom."

Andes ran for re-election in the 2012 election for West Virginia House of Delegates, District 15. Andes defeated Joe Bocook in the May 8 primary election and was unchallenged in the general election, which took place on November 6, 2012.[2][3][4]

Andes was re-elected to the West Virginia House of Delegates District 14. He was one of three candidates running for the two District 14 Delegate positions on the ballot in the November 2, 2010, general election. His opponents in the general election were Republican Brian Savilla and Democrat Catherine Larck. Only the two top vote-getters were elected.[5][6][7]

In 2008, Andes was re-elected to the West Virginia House District 14. Andes (R) finished with 9,323 votes and was followed by Patti Schoen (R) with 8,231 votes, Jeff Martin (D) with 6,145 votes and Karen Coria (D) with 5,992 votes.[8] Andes raised $21,901 for his campaign fund.[9]
