Robert Stelter is an investigator for Milwaukee County District Attorney John Chisholm (D). Stelter spent 17 years with the Milwaukee Police Department, seven years as a detective and 10 years as a lieutenant. He started with the distric attorney's office in September of 2010.[1]
John Doe investigations
Two John Doe investigations, beginning in 2010 and ending in 2015, were launched by Milwaukee County District Attorney John Chisholm (D) into the activities of staff and associates of Gov. Scott Walker (R).[2] Stelter and another Milwaukee County DA investigator, David Budde, led the investigations during the first John Doe. In July 2015, one of the John Doe targets, Cindy Archer, filed a lawsuit against Chisholm, two Assistant District Attorneys, David Robles and Bruce Landgraf, as well as Budde and Stelter. Archer alleges that the defendants, including Stelter, engaged in a campaign of harassment and intimidation.[3]
