Robert E. Payne is a federal judge on senior status with the United States District Court for the Eastern District of Virginia. He joined the court in 1992 after being nominated by President George H.W. Bush.[1]

Early life and education

A native of Mount Sterling, Kentucky, Payne graduated from Washington and Lee University with his bachelor's degree in 1963 and from Washington and Lee University School of Law with his J.D. in 1967.[1]

Military service

Payne served in the U.S. Army judge advocate general corps from 1967 to 1971.[1]

Payne was nominated by President George H.W. Bush on November 20, 1991, to a seat vacated by J. Calvitt Clarke, Jr. The American Bar Association rated Payne Unanimously Well Qualified for the nomination.[2] Hearings on Payne's nomination were held before the United States Senate Committee on the Judiciary on April 29, 1992, and his nomination was reported by then-U.S. Sen. Joseph Biden (D-Del.) on May 7, 1992. Payne was confirmed by the unanimous consent of the U.S. Senate on May 7, 1992, and he received his commission on May 13, 1992. Payne elected to take senior status beginning on May 7, 2007.[1][3] Payne was succeeded in this position by John A. Gibney.
