Robert Lowell Miller, Jr. is an Article III federal judge on senior status for the United States District Court for the Northern District of Indiana. He joined the court in 1985 after being nominated by President Ronald Reagan. Miller took senior status on January 11, 2016.[1]

Education

A native of South Bend, Miller graduated from Northwestern University in 1972 with his bachelor's degree and graduated from Indiana University Law School in 1975.[2]

Professional career

After law school in 1975, Miller was a law clerk for the United States District Court for the Northern District of Indiana for one year, then in 1975 was appointed to be a circuit court judge for St. Joseph County.[2]

Judicial career

On the recommendation of Senators Dan Quayle and Dick Lugar, Miller was nominated by former President Ronald Reagan on October 23, 1985, to a new judgeship created by 98 Stat. 333. Miller was confirmed by the U.S. Senate on December 16, 1985, and received commission on December 17, 1985.[2] Miller assumed senior status on January 11, 2016.[1]

Judge Miller was the presiding judge in a case involving a backlog in applications for food stamps in Indiana. A suit was brought on behalf of a class of food stamp applicants, alleging that the State of Indiana and its Family and Social Services Administration had failed to comply with federal statutes governing the time frames for processing food stamp applications. Indiana has a welfare system that's privatized at least in part; the judge's order came only days after Indiana Governor Mitch Daniels fired vendor IBM Corp. from its $1.34 billion contract to lead the food stamp processing project. On October 29, 2009, Judge Miller ordered that Indiana must ease the backlogs and gave them one year to meet the first target in a series.[3]
