An effort to recall four members of the Bull Shoals City Council was launched in January 2011.[1] Mayor Bruce Powell was the target of a simultaneous recall effort.[2] An Arkansas state law prevents citizens from recalling elected officials until they have been in office for six months.[2] The effort did not result in a recall election.
Reasons for recall
Bull Shoals resident Phil Friese was a leader of the recall effort. At a city council meeting in January 2011, Friese requested the resignation of Mayor Powell and four of the town's six city council members. Friese said that he had a petition with nearly 400 signatures. He accused the targeted officials of being indifferent to constituent wishes and "turning their backs" on citizens.[2] Mayor Powell's termination of Police Chief Dave Horchkiss was a catalyst for the recall effort.[2]
