Patricia K. Karasov is a former Fourth Judicial District judge for Hennepin County, Minnesota. She was elected to this position in 1994, 2000 and 2006. Her last term expired in January of 2013.[1]
Education
Karasov received her B.F.A. degree from the University of Minnesota in 1974 and her J.D. from the William Mitchell College of Law in 1983. [1]
Career
Karasov began her legal career in 1981 as a research assistant for the State Public Defender's Office. She worked in this capacity until 1983. During 1982 and 1983, she also served as a law clerk at the Ramsey County Public Defender's Office. The following year, she was a law clerk at the Hennepin County Attorney's Office. She then became an assistant Hennepin County attorney in 1984. She was assigned to the Juvenile Prosecution (1984-87), Adult Prosecution (1987-93) and Child Support Enforcement (1993-95) Divisions until her judicial appointment.[1]
Noteworthy events
Residency hearing
In January 2011, Karasov's permanent residence was the subject of a hearing of the Minnesota Board on Judicial Standards. At the core of the alleged charges was that since 2007, Karasov's home had been in Chisago County, not the county in which she serves a district court judge. Karasov insisted that the home in Chisago City was only a vacation home. The state Board on Judicial Standards recommended that she be suspended and censured.[2][3]
Suspension
Ten months after the hearing, the Minnesota Supreme Court agreed with the Board on Judicial Standards and suspended Karasov for six months without pay. The court found that the judge knowingly violated constitutional residency requirements, as well as intended to mislead the board. In response, Karasov's lawyer stated that the intent of his client was to be closer to her ailing father in the lake house.[4]
