Primary: A primary election is an election in which registered voters select a candidate that they believe should be a political party's candidate for elected office to run in the general election. They are also used to choose convention delegates and party leaders. Primaries are state-level and local-level elections that take place prior to a general election. New York utilizes a closed primary process, in which the selection of a party's candidates in an election is limited to registered party members.[4][5]

For information about which offices are nominated via primary election, see this article.

Voter registration: To vote in the federal primary, voters had to register by May 30, 2014. To vote in the state primary, voters had to register by August 15, 2014.[6]

Race background

Incumbent Dan Maffei (D) was a member of the Democratic Congressional Campaign Committee's Frontline Program. The program was designed to help protect vulnerable Democratic incumbents during the 2014 election cycle.[9]

Katko's stolen pistol used in shooting

Before beginning his 2014 run for U.S. Congress, John Katko worked as a federal prosecutor in Syracuse, New York. During his 2014 bid for election, reports surfaced that on April 3, 2000, during his time as a federal prosecutor, someone had broken into his truck and stolen his pistol. That same pistol was used a couple of weeks later in a shooting at an illegal gambling house. The shooting killed two men and injured a third.[10]

Katko stated that he had obtained the gun in response to threats against him and his family, "at the urging of the United States Marshals Service and the Federal Bureau of Investigation."[11] Katko reported that he had left the gun in a locked case in his truck, but a police report claimed that the gun was actually loaded and in a canvas bag in his truck. Although Katko broke no gun laws, some believed that he "likely violated federal policies for the safe handling and storage of government-issued weapons."[10] Katko's critics said that he should have kept the gun in a locked box or secured with a trigger lock.

Katko commented that he had no regrets about purchasing the gun and opposed passing any new federal gun laws, including laws to expand background checks for firearm purchases. He also opposed the New York SAFE Act.[10]

Biden and Clinton campaigning for Maffei

Vice President Joe Biden (D) appeared at a campaign event for Maffei in Syracuse on October 20, 2014.[12] Approximately 450 people were present at the event.[13]

Later that same month, former President Bill Clinton (D) announced that he would join Maffei at a "get-out-the-vote" event on October 14. Clinton attended similar rallies for Maffei in 2010 and 2012, attracting crowds of 800-1,000 people.[13]
