In Nebraska, there is one primary agency involved in campaign finance regulation: the Nebraska Accountability and Disclosure Commission.
Authority
The Nebraska Accountability and Disclosure Commission was established by the Nebraska Political Accountability and Disclosure Act. The commission creates the forms used for campaign finance reporting, accepts and files reports, and acts "as the primary civil enforcement agency for violations of the Nebraska Political Accountability and Disclosure Act."[1]
Organization
The commission is composed of nine members. One member is the secretary of state. Four members are appointed by the governor. Of those four, two are selected from a list decided by the state legislature, and two are selected from the citizenry of the state. The remaining four members are selected by the secretary of state. Of those four, one is selected from a list prepared by the Democratic state chairperson, one from the Republican state chairperson, and two from the citizenry of the state. No more than four members may be of the same party, and one must be independent. The Nebraska Political Accountability and Disclosure Act provides for the commission to expand by one member "[i]f a political party other than a legally recognized party shall receive at least 5 percent of the entire vote of the state at a general election." The tables below provide more information about the commission and its staff.[2]
