Two down ballot state executive positions are up for election in the state of Montana in 2014. The two down ballot seats up for election in 2014 were on the Montana Public Service Commission. The general election took place on November 4, 2014. Brad Johnson and Travis Kavulla won election to the commission. A primary election is an election in which registered voters select a candidate that they believe should be a political party's candidate for elected office to run in the general election. They are also used to choose convention delegates and party leaders. Primaries are state-level and local-level elections that take place prior to a general election. Montana utilizes an open primary system, in which registered voters do not have to be members of a party to vote in that party's primary.[1][2]

Board composition before the election
Every seat on the Public Service Commission was held by a Republican member heading into the 2014 election. The board had three Republicans and two Democrats until the 2012 elections, when Roger Koopman and Bob Lake defeated Democratic incumbents in Districts 3 and 4.[3]
