Scorecards

See also: State legislative scorecards and State legislative scorecards in Pennsylvania

A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.

Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.

Noteworthy events

On March 1, 2023, Andi Perez, a lobbyist for the Service Employees International Union, accused Zabel of sexual misconduct, saying that Zabel had allegedly caressed her leg. On March 8, 2023, Pennsylvania Rep. Abby Major (R) accused Zabel of allegedly touching her and putting his arm around her back after he approached her at a local restaurant. Zabel then allegedly propositioned Major by asking her if she "wanted to get out of here and go upstairs."

In response to the allegations, Zabel texted the Associated Press saying "Allegations of this nature are impossible to litigate in a public forum. It was always my intention to go through the Ethics Committee process and defend myself there. At this point, though, I am unwilling to put my loved ones through any more of this.”

On March 8, 2023, Zabel resigned from the House, effective March 16, 2023.[2]
