Julie McCluskie (Democratic Party) is a member of the Colorado House of Representatives, representing District 13. She assumed office on January 9, 2023. Her current term ends on January 8, 2025.

McCluskie (Democratic Party) ran for re-election to the Colorado House of Representatives to represent District 13. She won in the general election on November 5, 2024.

McCluskie became speaker of the state House on January 8, 2024.[1]

McCluskie was born and raised in Colorado.[2] She received a bachelor's degree in chemistry and biochemistry from Colorado State University.[3] McCluskie's professional experience included working as the communications coordinator for Summit School District, regional development officer for Colorado Mountain College, and as Director of Communications for the state of Colorado.[3]

From 2019 to 2023, McCluskie represented District 61 in the Colorado House of Representatives for two terms. Due to redistricting, McCluskie was re-elected in 2022 to represent District 13. McCluskie said she decided to run for public office because "our communities deserve strong leaders willing to listen to local stakeholders and work hand-in-hand with state partners to solve the challenges facing us today."[4] Colorado Politics' Hannah Metzger wrote that McCluskie's "most significant legislative achievements" include passing bills to create a statewide Reinsurance Program, establishing concurrent enrollment access statewide, and referring a nicotine tax to the 2020 ballot.[5]

In 2022, the state House Democratic caucus nominated McCluskie to serve as speaker of the House after a three-person leadership race between McCluskie and state Reps. Chris Kennedy (D) and Adrienne Benavidez (D).[6] She was elected speaker after defeating state Rep. Scott Bottoms (R) in a House-wide vote 55 to 8.[1]

During McCluskie's tenure as speaker, there was a Democratic majority in the state House. The Denver Post's Seth Klamann wrote, "Disagreements among Democrats have become more public as the party's power in the Capitol has grown, with the expanding majority caucuses—now at historic numbers—revealing divisions within a broad ideological spectrum. That's especially so in the House, where progressives and more moderate Democrats sometimes clash."[7] According to Klamann, McCluskie said that "her fellow legislators represent the ideological diversity of the state, so disagreement is normal and can even be a strength."[7]

According to Summit Daily's Elliot Wenzler, "McCluskie's tenure heading one of the two chambers in the Colorado legislature has been marked by significant gains for her party's agenda. Abortion access in Colorado is more secure than ever before. Gun regulations have been tightened and are getting tighter. The tax code benefits lower-income people more. Colorado schools will soon be fully funded for the first time since the Great Recession."[8]

Biography

Julie McCluskie was born in Colorado.[9] McCluskie earned a B.S. in chemistry/biochemistry from Colorado State University in 1986.[10] Her career experience includes working as a communications coordinator with the Summit School District, a regional development officer with Colorado Mountain College, a director of communications with the State of Colorado, a corporate human resources director with Xanterra Parks & Resorts, and the director of human resources with the Antlers Doubletree Hotel.[9][10]

Scorecards

See also: State legislative scorecards and State legislative scorecards in Colorado

A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.

Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
