James E. Stewart, Sr. was a judge on the Louisiana Second Circuit Court of Appeal. He retired on September 6, 2015. Stewart was first elected in 1994.[1][2] He was re-elected in 2014 to a ten-year term.[3][4]
Stewart announced on August 13, 2015 that he planned run in the October election for Caddo district attorney. In a letter to Louisiana Supreme Court Chief Justice Bernette Johnson, Stewart said that his retirement was effective September 6, 2015. The timing of Stewart’s candidacy and retirement announcements prompted Shreveport attorney John Settle to file a complaint with the Caddo District Court saying that Stewart violated judicial ethics by not resigning when he became a candidate for non-judicial office. On August 31, Settle filed a motion to dismiss his district court complaint, and filed a complaint with the Supreme Court's Judiciary Commission of Louisiana. The Louisiana Supreme Court appointed retired Judge Joe Bleich of Lincoln Parish to conduct the September 3 district court hearing.[5] Stewart was elected district attorney in Caddo Parish on November 21, 2015.[6]

Stewart graduated from C.E. Byrd High School in Shreveport, Louisiana, in 1973. He graduated from the University of New Orleans in 1977, and from the Loyola University School of Law, New Orleans, with his J.D. in 1980.[1]
