Israel Fredrick Fischer (1858-1940) was a federal judge on the Board of General Appraisers, which became the United States Customs Court during the time of his service thereon.

Fischer was nominated to the Board by President William McKinley. He was commissioned on May 2, 1899. He served two terms as president of the Board, from 1902-1903 and 1904-1905, and he also served as chief justice, after the Board became the USCC, from 1927 until he assumed senior status on March 31, 1932. He served in that capacity until his death on March 16, 1940.^[1]
