Hugh Bartels (Republican Party) is a member of the South Dakota House of Representatives, representing District 5. He assumed office on January 10, 2017. His current term ends on January 14, 2025.
Bartels (Republican Party) ran for re-election to the South Dakota House of Representatives to represent District 5. He won in the general election on November 8, 2022.
Bartels served as speaker of the South Dakota House of Representatives for the 2024 legislative session.[1]
Before entering politics, Bartels received an M.B.A. from the University of South Dakota and worked in the finance sector for 35 years.[2] For the last 20 years of his career, Bartels was the president of Reliabank Dakota before retiring in 2016. In announcing his retirement from Reliabank, Bartels said he would remain active on the bank’s board of directors.[3]
Bartels and Nancy York (R) were elected to represent District 5 in the South Dakota House of Representatives in the 2016 general election. At the time, Bartels said he would focus on two areas in the Legislature: funding county jails and prisons and changing the school funding formula.[4]
In 2023, the South Dakota House of Representatives elected Bartels as speaker over then-Speaker pro tempore Jon Hansen (R). This was the first time in 60 years that the speaker pro tempore from the previous term ran for the position but did not win the speakership.[5] Bartels said he ran for speaker because he "was just encouraged by several house members, and I knew I could do a really good job at bringing a team together in the House. That's what we really need to be is a team, so we're effective."[6]
Bartels did not run for re-election in 2024 due to term limits for legislators in South Dakota. On his tenure in the Legislature, Bartels said, "South Dakota has done great over the last six years, especially the last two years. I believe that I and the other members of the Legislature have played a role in this success. I hope to continue making South Dakota the best State to live in."[7]

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
