Health and Social Services Committee, Delaware State Senate
The Health and Social Services Committee is a standing committee of the Delaware State Senate.
Per the Senate Rules, committees of the Delaware State Senate are assigned by the President Pro Tempore.[1] The rules do not specify when or how often committees are assigned. A committee meeting can occur without the presence of a quorum. The chair of a standing committee releases a bill or resolution once it has been signed by a majority of members of the committee. Committee members that do not attend a meeting can later add their signatures to the legislation that was considered at the missed meeting.[2]

Function
“ | A bill, resolution or other legislative matter assigned to a standing committee must pass through a deliberative process before being brought to the floor of the Senate. The deliberative process required by this rule must include preannounced meetings at which the standing committee does all of the following: Receives testimony from the general public, including those affected by the proposed legislation. Considers an analysis of the proposed legislation; including a fiscal note or fee impact statement prepared by the Office of the Controller General. After notice to the sponsor, makes time available for the sponsor to explain the legislation and answer questions from the standing committee. A bill or resolution must be acted on by the appropriate standing committee within 12 legislative days following assignment. A bill or resolution not acted on by or reported out from the appropriate standing committee within 12 legislative days following assignment may be petitioned out of committee under Rule 47.[3][4] | ” |
