Emanuel Mac Troutman (1915-2004) was a federal judge on the United States District Court for the Eastern District of Pennsylvania.
Troutman was nominated by President Lyndon Johnson on May 24, 1967, to a new seat created by 80 Stat. 75;[1]he was confirmed by the Senate on June 12, 1967, and received commission four days later. He assumed senior status on September 1, 1982, and served in that capacity until his death on October 8, 2004. Troutman was succeeded in this position by James McGirr Kelly.
