Doug Owens (Democratic Party) is a member of the Utah House of Representatives, representing District 33. He assumed office on January 1, 2023. His current term ends on January 1, 2027.

Owens (Democratic Party) ran for re-election to the Utah House of Representatives to represent District 33. He won in the general election on November 5, 2024.

Biography

Doug Owens was born in Salt Lake City, Utah.[1] Owens earned a B.A. from the University of Utah in 1984 and a law degree from Yale University Law School in 1989. His career experience includes working as an attorney.[2] Owens founded Utah Outdoor Partners.[1][2]

Heading into the election, Ballotpedia rated this race as a race to watch. Incumbent Mia Love (R) defeated Doug Owens (D) and Collin Simonsen (Constitution Party) in the general election on November 8, 2016. Love and Owens competed in a rematch of the 2014 race, in which Love defeated Owens by five percent.[3]

Owens was one of the initial members of the Democratic Congressional Campaign Committee's Red to Blue Program. The program "highlights top Democratic campaigns across the country, and offers them financial, communications, grassroots, and strategic support."[4]

Owens ran in the 2014 election for the U.S. House to represent Utah's 4th District. On April 26, 2014, Owens won the Democratic nomination during Utah's Democratic Convention with 98 percent of the vote. Bill Peterson lost, receiving two percent of the vote.[5][6] Doug Owens lost the general election on November 4, 2014.

  • Nuclear Waste Dumping: Utah should not be the dumping ground for radioactive waste from foreign countries or other states. In Congress, I will fight to stop radioactive nuclear waste from coming to Utah. I won’t sell our health, our safety, or our environment for corporate profits, and I’ll preserve Utah’s natural beauty and way of life for generations to come.
  • Government Accountability and Ethics: Hard-working Utahns are accountable for their actions. Government should be, too. In Congress I’ll push for regular audits of the federal budget to ensure tax dollars are not wasted and we keep the budget balanced, and I’ll work to require members of Congress to post their schedules online, including when they meet with special interests.
  • A Balanced Budget: When working Utahns don’t do their jobs, they don’t get paid. I believe the same should be true for members of Congress. I support the “No Budget, No Pay” law that says members of Congress should not get paid if they can’t pass a balanced budget. I will fight for a Balanced Budget Amendment to the Constitution to stop Congress from spending money we don’t have and leaving our children and grandchildren with a mountain of debt.
  • Education: I believe that nothing is more important than ensuring our children are able to reach their full potential. This means investing in education to prepare Utah students to compete with the rest of the world for high-paying jobs. It means expanding vocational education opportunities so that people who are willing to work hard at a trade have an opportunity to get ahead.
  • Jobs and the Economy: Six generations of my family have called Utah home. My wife Cynthia and I are grateful to raise our children here. I believe that Utahns who work hard should be able to support their families. In Congress, I will fight to improve the business climate and strengthen the middle class. I’ll reduce unnecessary and burdensome regulations that hurt small businesses. I’ll fight to attract new industries and good-paying jobs to Utah, and I’ll cut taxes for the middle class.
