Two John Doe investigations, beginning in 2010 and ending in 2015, were launched by Milwaukee County District Attorney John Chisholm (D) into the activities of staff and associates of Gov. Scott Walker (R).[3] Budde and another Milwaukee County DA investigator, Robert Stelter, led the investigations in the first John Doe.[1] In May 2012, it was reported that Budde had a "Recall Walker" sign in his yard. Chisholm defended the investigator claiming it was Budde's wife, a county worker, who had put the sign in their yard.[4] In July 2015, one of the John Doe targets, Cindy Archer, filed a lawsuit against Chisholm, two Assistant District Attorneys, David Robles and Bruce Landgraf, and Budde and Robert Stelter. Archer alleged that the defendants, including Budde, engaged in a campaign of harassment and intimidation.[1]
