Biography

Colleen Davis earned a bachelor's degree from Philadelphia University in 2001, a graduate degree from Philadelphia University in 2004, and a professional degree from Pepperdine Graziadio Business School in 2015. Davis' career experience includes serving as the vice president and co-founder of Pivotal Healthcare Consulting and as a board member and consultant for Forge Life Sciences. She has also been an advisory board member for QuiqMeds, a board member for Delaware Maritime Education, and the treasurer for the Delaware Physician Assistant Advocacy Group.

Who are you? Tell us about yourself.

I have earned a reputation as a principled, innovative and practical servant, focused on some of the most important issues confronting Delaware; economy, fiscal policy and wellbeing. My commitment to making a difference for everyday Delawareans has earned recognition from Delaware Business Times, Del-One Federal Credit Union, and the AARP which recently proclaimed me as a leader who finds “win-win solutions” to emerging fiscal challenges.

I serve on the Board of Pardons, Cash Management Policy Board, State Employee Benefits Committee, Delaware Volunteer Fire Council Fund Committee, Agricultural Land Preservation Board, Plans Management Board, Government Efficiency and Accountability Board and Delaware Economic and Financial Advisory Council. These roles uniquely positioned me to help nurture economic innovation and make Delaware more competitive in the global market.

​In 2022, I developed, proposed and passed a plan to secure dignity in retirement for all Delaware workers, called Delaware EARNS. I have supported workers alongside my fellow Treasurers signing on to a letter to executives across several industries to reform and redesign the workspace for improved COVID-19 protections. I have sent thousands of payments to unemployed workers during the tragic pandemic hardships that came unexpectedly to so many households in Delaware.

More importantly, I am mother of three beautiful children and have been married to my husband Anthony for 18 years.

Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?

• Facing a $255M revenue shortfall at the outset of the global pandemic meant the focus changed rapidly to ensure we continued to provide critical resources, keeping residents alive, safe and well. This was challenging, yet despite those challenges we responded with critical vaccinations, protective gear, and other essentials and are now experiencing a $1.12B surplus. Our focus must remain on those critical needs, but ensuring that everyone has the opportunity to continue to thrive.
• I have increased the number of individuals preparing for retirement, saving in a higher education 529 account and preparing for futures for persons with different abilities. This creates a level of security that many have not had in recent years. The opportunity to refinance bonds saved taxpayers dollars, issuing checks to Delaware residents and creating tax deduction legislation supported citizens at crucial times with a lasting impact. Expanding financial education in K-12th grade, improving access to banks via Banking Desert Initiative ensures we all remain fiscally healthy.
• As State Treasurer, I serve the public in a wide array of fiscal executive functions, yet I maintain a focus on the impact my office's work has on every person in Delaware. Maintaining our AAA rating proved challenging during the pandemic, however, we are fiscally stronger than before. Securely transacting and investing every tax dollar to support Delaware's programs, schools and public spaces is essential to maintaining a predictable tax rate and wonderful communities. Assisting Delaware workers of every background to retire securely, while closing the wealth gap and unburdening tax-payers is a crucial role of Treasury; one in which I'm grateful to serve.

What areas of public policy are you personally passionate about?

My priorities remain; bolstering retirement security and readiness, creating pathways to economic empowerment, and promoting a culture of financial excellence.

My personal background and professional experience have allowed me to uniquely understand the challenges faced by people and stakeholders of all backgrounds. As Treasurer, I have cultivated honest, trusting relationships that allow me to serve as a conduit between Delawareans and policy makers to ensure our financial planning puts people first.

Because Delawareans deserves a budget and economy that are strong long-term, but also protect the taxpayer and prioritize the interests of Main Street over Wall Street. That’s what I have fought for during my first term in office and will continue to do if re-elected. I ask for your support in re-electing me as our state Treasurer on November 8th 2022.

As treasurer, Davis took stances supportive of environmental, social, and corporate governance (ESG), an approach to investing and corporate decision-making.

State financial officers, including treasurers, auditors, and controllers, are responsible for auditing other government offices, managing payroll, and overseeing pensions. In some states, these financial officers are also responsible for investing state retirement and trust funds.

In February 2022, she hosted a town hall meeting titled, “Climate Bonds: The Wave of the Future?”

Pro-ESG financial officers’ letter opposing anti-ESG state officers (September 2022)

In September 2022, Davis and 13 other state and local financial officers signed a letter opposing laws and policies in West Virginia, Idaho, Oklahoma, Texas, and Florida "aiming to curb consideration of environmental, social and governance (ESG) factors in investing."

The letter said those states were "blacklisting financial firms that don’t agree with their political views." The letter also said “the blacklisting states apparently believe, despite ample evidence and scientific consensus to the contrary, that poor working conditions, unfair compensation, discrimination and harassment, and even poor governance practices do not represent material threats to the companies in which they invest. They refuse to acknowledge, in the face of sweltering heat, floods, tornadoes, snowstorms and other extreme weather, that climate change is real and is a true business threat to all of us.”

Pensions & Investments Conference (December 2021)

In December 2021, Davis participated in the Pensions & Investments Future of Work conference during a panel discussion that covered the role of money managers in advancing ESG objectives.

Davis told the conference that, due to Delaware’s risk of flooding as a coastal state, she was “very concerned about environmental issues."
