I was honored when President Obama appointed me to work with Dr. Jill Biden to create over 400 initiatives across the country to guarantee a tuition-free college education for graduating local high school seniors.

As Vice-Chancellor of California Community Colleges and university professor, I've worked to strengthen California's education system. In the Senate, I'll deliver resources to help students succeed and prepare them for modern careers.

As West Sacramento mayor, I turned our forgotten industrial town into a place that was named "America's Most Livable City" with good jobs, safe neighborhoods, and quality housing that's affordable. I'm running for Senate to expand prosperity and economic opportunity to families everywhere.

During my tenure as mayor, we lowered unsheltered homelessness by 58%. I'll focus on building more housing, expanding mental health and job training services, and keeping us safe. I know we can make communities more secure because I've done it, cutting burglary and assault rates by more than half.

A proven champion for the environment and agriculture, I've cracked down on polluters and protected thousands of acres of habitat, farmland, and open space. I'll protect our water supplies and communities threatened by wildfires and floods. As your Senator, I'll bring home our fair share of state and federal dollars, using my experience as an appointee of five California governors.

  • Housing – Too many Californians cannot afford safe, secure housing in the communities where they work. As the mayor of one of California’s first seven ProHousing-designated cities, I know that it is both urgent and possible to dramatically increase the supply of housing across all of the state—not just downtown San Francisco or Los Angeles. You shouldn’t have to move out of your community when your hours get cut or you get laid off. Housing is the foundation for so many health and social outcomes. At the same time, the housing challenge isn’t solely about supply—Californians need the wages, benefits, and economic security to afford quality housing.
  • Climate - From historic wildfires, severe drought conditions and devastating storms, I know climate change is impacting everything from the air we breathe to the food our farmers grow. I pioneered the landmark smart-growth blueprint, which became the cornerstone of CA's climate change arsenal. On the Delta Protection Commission, I fought to safeguard our Delta and the needs of its diverse communities. I also fought against the peripheral canal and twin tunnels and pushed for innovative flood risk management, investments to strengthen levees throughout our region, and to protect our water supply. In the Senate, I'll advocate to preserve the diversity of ecosystems, agricultural land, vineyards and small communities defining our region.
  • Education - As a former college professor, I know what our students and teachers need to be successful. I've dedicated my life to increasing access to quality education for our youth, both inside and outside the classroom. As Mayor of West Sacramento, I was the first mayor in the USA to deliver universal preschool, college savings accounts, paid internships, and tuition free community college. As Vice Chancellor of CA's Community College system, I led efforts to improve student outcomes and help make college more affordable. I also led efforts to redesign high schools to better prepare students for college and careers. In the State Senate, I'll ensure students have access to affordable higher education and Career Technical Education.
