Carson City is an independent city in Nevada. In 1969, Carson City and Ormsby County merged to form the Consolidated Municipality of Carson City.[2] The city's population was 58,639 as of 2020, according to the United States Census Bureau.

City government

The city of Carson City utilizes a council-manager system. In this form of municipal government, an elected board of supervisors, which includes the mayor and serves as the city's primary legislative body, appoints a city manager to oversee day-to-day municipal operations and implement the board of supervisors' policy and legislative initiatives.[2]
Mayor
The mayor is a member of the board of supervisors. He or she presides over the board of supervisors' meetings and official city ceremonies.[2] The current Mayor of Carson City is Lori Bagwell (nonpartisan). Bagwell assumed office in 2021.
City manager
The city manager is the city's chief administrative officer. The responsibilities of the city manager include overseeing the city's day-to-day operations, planning and implementing the city's operating budget, and appointing departmental directors and other senior-level positions.[2][3]
City council
The Carson City Board of Supervisors is the city's primary legislative body. It is responsible for approving and adopting the city budget, levying taxes, and making or amending city laws, policies, and ordinances.[2]
The board of supervisors is made up of five members, including the mayor. All five members are elected at large to staggered four-year terms.[2][4]

Mayoral partisanship
Carson City has a Republican mayor. As of November 2024, the mayors of 37 state capitals are affiliated with the Democratic Party, six are Republicans, one is independent, and two are nonpartisan. The partisan affiliation of four state capital mayors is unknown. While most mayoral elections in state capital cities are nonpartisan, most officeholders are affiliated with a political party.

Budget
The city's budget process operates by fiscal years running from July 1 to June 30 of the next year. The city manager is responsible for drafting the budget with help from city personnel. The city's tentative budget must be submitted to the board of supervisors, the redevelopment authority, and the state of Nevada by April 15 of each year. The board of supervisors also holds hearings to allow for public input in the budget process. The board of supervisors must then approve a final budget by no later than June 1. After the board of supervisors has approved a budget, it is sent to the state for approval.[5]
