This measure sought to increase the current street levy by a rate of $2 per $1,000 of assessed property value for a further five years in order to continue to pay for street repair and construction projects in the city.[2] Though city officials had been stressing the need for repairs to the residential roads, some residents noted that any additional taxes would just put further strain on their already tight budgets. Other residents noted that while upgrades and repairs to roads would be beneficial, the additional taxes were not in their budgets. Though others noted that the repairs to the local streets would benefit all residents because good streets lead to better home prices.[3]

| Shall the city of Bay City, Bay County, Michigan be authorized to levy an increase of up to two (2) mills on each dollar ($2.00 per $1,000.00 of taxable value)of the taxable value of all real and personal property, dedicated to local street reconstruction or repair, for a period of five (5) years, beginning July 1, 2012?[4] |
