PeiTpmMeasurementLib is updated to support both TCG measurement and CC Measurement. gEfiPeiMasterBootModePpiGuid is removed from [Depex] because it is not needed for the library. Since TdxHelperLib was defined in LibraryClasses for OvmfPkgX64.dsc, the extra definitions is removed. And for other dsc, add the Null-TdxHelperLib to remove the extra definitions.
