Checklist prior to review

Draft to test CI first but xref #11065
CLA cache is for service to service communication. We still build endpoint differently for ext services as well as for zone proxies.

MeshLoadbalancingStrategy breaks this. We can try to add this as a hook, so that we remove the tags after all plugins run

• This will not break child repos: it doesn't hardcode values (.e.g "kumahq" as a image registry) and it will work on Windows, system specific functions like syscall.Mkfifo have equivalent implementation on the other OS --
