Description

When using the FOSSology dump feature to import decisions from one server to another, the decisionimporter agent fails completely due to a missing pfile with a specific hash in the database. The agent does not skip problematic files, leading to the complete failure of the job and no decisions being imported.

How to reproduce

• Export decisions from Server A using the dump feature.
• Attempt to import these decisions on Server B using the same feature.
• Observe the failure of the decisionimporter agent when processing an upload containing missing pfile hashes.
