Поскольку за построение веб страниц 3WiFi отвечает скрипт index.php, сервер в ответ всегда присылает заголовки с указанием "не кешировать страницу":

Улучшить эту ситуацию можно двумя путями:

Корректно задать времени жизни страницы (сколько она должна находиться в кеше), через заголовок Expires
Добавить заголовок Last-Modified, генерируя дату на основе изменения html файлов, и возможно также файлов локализации
