    TriBITS: Update License and Copyright for files not under cmake/tribits

    Update the License and Copyright files to
     * Reflect NTESS and new contract
     * Utilize SPDX identifiers within files
     * Make copyright and license files consistent across
       Trilinos packages (i.e., LICENSE and COPYRIGHT)
