2013 LEGISLATIVE SCORECARD ON HOUSE BILL 2

During the 83rd regular legislative session, anti-choice lawmkers filed more than sixteen bills that would have restricted Texans access to abortion and contraception. NARAL Pro-Choice Texas was there every day speaking out against these bills and working with our pro-choice elected officials to stop them, while championing legislation that would improve reproductive healthcare across the state. As a result of these efforts, no significant bills restricting reproductive health care access made it to the floor of either chamber for a vote. However, during the call for the first and second special sessions, Gov. Perry thwarted the rules and added abortion regulation, which led to the passage of a detrimental omnibus abortion restriction bill that now threatens to close at least 90% of the clinics in Texas, leaving thousands of women without access to health care. While the debate over House Bill 2 raged, it became clear that many lawmakers not only want to control womens reproductive choices, but also oppose efforts to improve the lives and wellbeing of Texans. To come up with each individual score, we took into account not only a yea or nay vote on House Bill 2, but how legislators voted on the individual amendments. To simplify the scores, we have created seven basic categories for the amendments. How did your senator or representative score?

Category One: Supports improving health care and access to health services Scoring in this category is based on yea or nay votes to table amendments that would reduce barriers to accessing abortion care and family planning; would improve accessibility to basic medical care for women and families and would work to reduce maternal mortality. Category Two: Supports expanding sex education in schools & lowering unintended teen pregnancy rates Scoring in this category is based on yea or nay votes to table amendments that would have improved sex education and provided outreach to prevent unintended pregnancy among teens. Category Three: Supports exceptions for rape & incest survivors Scoring in this category is based on yea or nay votes to table amendments that would have provided exceptions in the bills for survivors of sexual assault and incest. Category Four: Supports exceptions for mental health and well being of the mother Scoring in this category is based on yea or nay votes to table amendments that would have provided stronger exceptions for the health of the mother, addressed post traumatic stress disorder in rape and incest survivors, and provided exceptions for mental health conditions. Category Five: Supports protecting access to abortion services and not interfering with the doctors ability to practice according to current medical standards Scoring in this category is based on yea or nay votes to table amendments that would have mitigated the aspects of HB2 that would severely limit access to abortion care, would have impeded physicians from following best medical practices and/or were most likely to cause clinics to close their doors. Category Six: Supports improving wellbeing of Texas families (6): Scoring in this category is based on yea or nay votes to table amendments that would have supported expanding the Baby Moses program, foster care funding and pay equity for women.
