ARPA SLFRF Recovery Plans

The Coronavirus State and Local Fiscal Recovery Funds, authorized by the American Rescue Plan Act of 2021 (ARPA), allocated $195.3 billion for states and the District of Columbia and $4.5 billion for territories. Under Treasury Department reporting guidance, states and territories are required to submit annual Recovery Plan Performance Reports.

Below is a compilation of 2024 recovery plans from state and territorial websites; the list will be updated as NASBO continues to collect links to states’ most current reports. If you have questions or updated links to share with NASBO, please contact Kathryn White. Additionally, archived links to states’ 2021 through 2023 recovery plans, compiled by NASBO, are available at the bottom of this page.

*Due to a population size below the 250,000 threshold, Guam is not required to submit a recovery plan to the U.S. Treasury. Instead, a copy of Guam’s SLFRF allocations, as listed in a required monthly report submitted to the Guam Legislature, is posted here.
