I think they were key administrators, but the mastermind had to have been a specialist.<br />If Zelikow was not the mastermind, he was at least a key adviser to the mastermind.<br />A myth is not just a narrative that seems to explain a phenomenon; it&#39;s a narrative that satisfies the hearer and influences his decision-making process. <br />All decisions are made with incomplete information; otherwise, there&#39;s no decision to make. When we make decisions, we fill in the blanks as well as we can; and the use of satisfying narratives are one means of filling in the blanks. Zelikow knew that.<br />Zelikow&#39;s pre-2001 statements and writings indicate that he wrote the script for 9/11.
