Elizabeth Winters was the President of the United States in Vanquish. In the start of the game, it is said that she became the first woman president of America. There is also a part where it says that she was romantically involved with Robert Burns. She is a secondary antagonist of the game.
In Vanquish[]
She is the president of the US when the Order of the Russian Star used the space colony Providence to use its massive power stored to destroy San Francisco, threatening that if the US doesn't give its complete surrender, they will destroy New York. The US sends marines to the Russian captured space colony in response to their threats. Later it is shown that the Russian extremists and Elizabeth are working together and she is also revealed to support the coup in Russia by the Order of the Russian Star. Her true intention is to wage war between the US and Russia to create economy growth and footing through war economy as well as global hegemony through military power demonstration. Elizabeth proclaims The Order of the Russian Star tells Elizabeth that their "Alliance" has ended after the destruction of San Fransisco, consequently she tells Robert Burns to point Providence's laser toward Moscow to retaliate for what the Order of the Russian Star did as well as a means to declare war with Russia to continue her original plan. At the end of the game, knowing fully well that Sam Gideon and Elena will have enough evidence to convict her of high treason, she commits suicide with an M1911 pistol after the destruction of Providence.
