Upper and lower headquarters
The Shadow Organization Headquarters is where general organization matters are addressed, and is also the meeting place for the Council of Twelve. Virtually any members are allowed into the lower headquarters, but only high-ranking members are allowed access to the upper headquarters, which is where the Council meets.
