I see that one of the requirements is NET Framework 4.0 which is supported by WinXP
however this utility doesn't run on WinXP, hope you solve this.

@fgclue I'm a programmer, I migrated to Windows7 in 2018, but all my sandboxes run XP to this day. Most of my applications are WindowsXP compatible and I hear people still using it.

Those who deal with different platforms and languages care little about the operating environment.

@pedroalbanese many people believe on the first shit they read on the internet and think XP is unsafe and full of viruses.
I rarely use W7 for things XP can't handle but don't like W7 at all because it misses basic things I can't live without them
I don't use any real-time antivurs and I do online shopping with no issues.

what really kills XP is their out dated web browsers but it's still pretty usable by now
I have hundreds of software utilities for XP because I am stupid fanatic who likes to download and try out new ones every week so I don't miss many importants tools that only run with W7 and up.
I could be using a XP-like theme upon W11 but I have many reasons to hating this piece of junk made by M$
maybe and just maybe the W12 will be the good one for me. :)
I switched from the WinMillenium nightmare over to XP back in 2006 because it came pre installed in a SONY laptop othewise I would have probablly never used XP.... LOL

@pedroalbanese for sure there are plenty of business across the world who still rely on XP for whatever reason.
some big companies are still getting official updates till 2025
the modern solar park meters recently installed in the city I live run with Windows Embedded Compact 2013 and they will likely never be updated.
