The QUAL methods in the DKG returns the set of qualified issuers of deals. In a regular DKG, this set of nodes is the same as the set receiving the shares.
In the subsharing mode, both sets can be different and there may be final shares that should be invalidated. We need a method to retrieve those so these are "excluded" from any future computations.
