Resource tracking in Cyclus was designed to extremely robust for tracking the history of individual resource objects including their relationship to other resource objects through extraction and absorption. The introduction of packaging may or may not have weakened the robustness of this tracking, primarily because of a collective lack of awareness of the original design for robustness.

A comprehensive review of how the resource tracker behaves with packaging probably needs to be done with a possible redesign. Some thoughts are here.
